The notification is published in both Hindi and English. Both versions are equally effective, but the English version will prevail in case of any discrepancy between the two, as stated in the notification itself.
. A candidate must be either: (i) a citizen of India, or (ii) a subject of Nepal, or (iii) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, or the East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam, with the intention of permanently settling in India; Candidates in categories (ii) and (iii) must have a certificate of eligibility issued by the Government of India, except Gorkha subjects of Nepal, for whom this certificate is not necessary; Where required, this certificate must be attached with the application.
