On October 1, 1926, a British civil servant, Sir Ross Barker, took charge of what would become the UPSC. Back then, it was called the Public Service Commission; and it was born under colonial rule. The ICS exam, which later evolved into the UPSC’s Civil Services Exam, was still held in London until 1922. Indians like Satyendranath Tagore had to cross oceans just to take it. Barker didn’t just lead; he later criticized how limited the commission’s powers were. His resignation in 1932 became a quiet turning point. Fast forward to 1950; the UPSC got constitutional status, fully Indian, fully sovereign. Today, lakhs dream of cracking the UPSC. But 100 years ago, its first boss was a Briton who saw its flaws from the inside. That’s history; not as we learn it in textbooks, but as it really happened. The UPSC didn’t just rise; it was reshaped, reimagined, and reclaimed. And today, it stands as a symbol of India’s meritocracy; born from colonial roots, but grown into something entirely its own.
