A new paper from the Principal Scientific Adviser’s office argues that locking data inside India could hurt startups, fragment global AI research, and even trigger trade wars. Why? Because AI doesn’t work like old databases. Even if your data never leaves the country, a trained model can still leak it; through outputs, weights, or inferences. The paper proposes a smart fix: a four-tier system that allows safe, risk-based cross-border data flows. Think of it like a traffic light for data; green for public stats, yellow for anonymized info, red for sensitive stuff, and stop for national security data. Bonus? It’s being tested with France already; using India’s own DEPA tech. If this becomes policy, it could unlock global AI research partnerships and protect India’s digital trade. The catch? India’s current laws still don’t have a clear path for this. But this paper might just change that.
