Departments are being run by guest lecturers, part-timers, and consultants; a stopgap that’s now becoming the norm. A 2022 recruitment bill stuck since the Governor sent it to the President; and silence ever since. On top of that, aspirants are furious: PhDs, which UGC says deserve 30 marks in selection, are being given just 10.
