It’s not about law, land, or taxes. It’s about something as basic as a school toilet. In January, the top court made menstrual hygiene a fundamental right under Article 21; yes, the same right that protects your life and liberty. But now, months later, most states still haven’t even bothered to reply to the Centre on how they’re making it happen. The Court is livid. Not just for the sake of policy; but because girls in remote villages are dropping out of school simply because there’s no toilet, no privacy, no pads. The Centre says 30,000+ toilets have been built. But 4,000 more are still under construction; and that’s not even counting the millions of girls in private schools. Worse? Some states didn’t respond at all. So the Court dropped the hammer: if you don’t send your report by December 14, your Chief Secretary may get a contempt notice. This isn’t just about sanitation. It’s about whether our system sees 12-year-old girls as citizens with rights; or as an afterthought.
